Our Company

J. Connor Consulting, Inc. (JCC) is a regulatory consulting firm specializing in the onshore and offshore Gulf of Mexico regulatory process, preparation of user-friendly incident response plans, safety and environmental services and facilitation of comprehensive oil spill response training/drills to oil and gas companies and pipeline operators.

Created in 1981 as a strategic partner of oil and gas companies to obtain permits and assist with regulatory compliance, JCC has grown to over 100 clients including independent and major operators. In 1984, JCC began developing oil spill response plans and training programs to meet the regulatory and environmental challenges confronting the oil and gas industry.

Meet the Team

Lance Labiche

Lance Labiche

President

Lance is a registered professional engineer with 13 years of experience in the exploration and production side of the oil and gas industry. His areas of expertise are drilling, completions, workovers and abandonments.

Lance worked for the Bureau of Safety and Environmental Enforcement (formerly MMS) for 12 years. He started working for MMS in 2002 as a Field Engineer in the New Orleans District Office where he worked for 4 years in drilling and workovers. Lance then spent 2 years working as a Civil Penalty Reviewing Officer in the Office of Safety Management. From there he served as the Senior Drilling Engineer in the Technical Assessment and Operations Support Section. In 2011, Lance became Chief of the District Operations Support Section where he was responsible for the review and approval of all Well Containment Screening Tools, all BOP control system drawings, managing the Idle Iron Program as well as implementing all policies regarding drilling, completions, workovers, and abandonments.

Lance has a Bachelor of Science in Petroleum Engineering as well as a Bachelor of Science in Geology from Louisiana State University.

Jodie Connor

Jodie Connor

Chief Executive Officer (CEO)

Jodie has over 35 years of experience in the oil and gas industry with a concentration in environmental and regulatory compliance. Her areas of expertise include all regulatory permitting and compliance functions for Outer Continental Shelf (OCS) operators, oil spill response planning, training, and spill management team table top exercises.

Prior to forming J. Connor Consulting, Inc. in 1981, Jodie was employed by several independent oil and gas operators. Jodie has facilitated, trained, and participated in spill drills around the world including China, Italy, Greece, London, and Norway. She has been a guest speaker for many conferences and meetings including the Offshore Technology Conference, PetroSafe, Society of Petroleum Engineers, Texas A&M Sea Grant Program, and International Association of Drilling Contractors.

Jodie served as an Industry Representative on the Minerals Management Service (MMS) Oil Spill Response Plan Task Force Development and has received the MMS Corporate Leadership Award.

Cathy Brock

Cathy Brock

Senior Vice President - Administrative Services

Cathy has been with J. Connor Consulting since 1985 and has over 30 years experience in finance and administrative management. Her department provides support in the areas of human resources, IT equipment support and help desk, web and product development, accounting and payroll functions, billing, receptionist duties, purchasing, facilities and equipment issues, and special projects.

Jennifer Williams

Vice President - HR/Administrative Services

Jennifer has over 20 years of human resources experience. She possesses a broad range of HR experience with large, mid-sized and small companies. Jennifer has extensive hands-on experience leading HR initiatives including policy design, compensation, performance management, recruiting, compliance reporting, HRIS implementations, HR workflow development, training and development, and benefits administration.

Jennifer earned her Bachelor of Business Administration degree from Houston Baptist University with a major in Marketing and Business Administration. She has earned both her PHR and SHRM-SCP certifications.

Allen Cowart

Allen Cowart

Vice President - Operations Safety & Compliance / Special Projects

Allen has over 20 years of experience in emergency response and over 30 years of experience in training. His areas of expertise include emergency response, disaster planning, exercise development and facilitation, curriculum development and training, incident investigation, and management of remote medical services.

He coordinates all international operations which includes the development of all risks/all hazard response plans, oil spill response plans, business support plans, corporate crisis response plans, training, exercise development and facilitation, site appraisals, incident investigations, and assessment of remote medical services.

Allen has a Bachelor of Science in Secondary Education, Biology, and Health and Physical Education with a specialization in Sports Medicine from Lamar University. He also attended the University of Texas Health Science Center in Houston where he completed his Emergency Medical Technician Paramedic Certification and the University of Kansas where he attended programs in adult learning theory. He taught four years in the Beaumont Independent School District, two years at Lamar University in the College of Nursing, and 17 years as an Emergency Medical Services Instructor for the State of Texas. Additionally, Allen is a member of the Gulf Coast Safety and Training Group.

Lincoln Stroh

Vice President - SEMS Services

Lincoln has over 25 years of experience in maritime safety with over 10 years of experience in creating and examining process and safety management systems. His areas of expertise are marine safety, risk management, incident management, environmental protection and pollution response.

Prior to JCC, Lincoln served over 30 years in the U.S. Coast Guard, retiring as a Captain. His Coast Guard operational specialties include vessel inspections, marine safety engineering, marine environmental response, incident management and response, and waterways operations and management. He holds a National Level Incident Commander (IC-T1) certification and is a registered Professional Engineer (PE) in Mechanical Engineering.

While in the Coast Guard, Lincoln served three tours in the Gulf of Mexico region, including Captain of the Port (COTP) in New Orleans, LA and in Corpus Christi, TX. As COTP in Corpus Christi, he oversaw the integration of MODUs Thunderhorse, Atlantis, and Independence Hub. As Deputy Director for Prevention Policy in Washington, DC, he oversaw the stand-up of the Coast Guard’s Outer-Continental Shelf Center of Expertise, and as a Staff Naval Architect at the Marine Safety Center he reviewed and approved MODU structures, stability and operation manuals.

Lincoln has a Bachelor of Science Degree in Marine Engineering from the U.S. Coast Guard Academy in New London, CT. He has two Master of Science Degrees from M.I.T. in Cambridge, MA; one in Naval Architecture and Marine Engineering, the other in Polymers. He also attended The Brookings Institution in Washington, DC as one of five Armed Forces Federal Executive Fellows.
